Monsignor Placide Louis Chapelle was born in Runes, Lozere, France, on August 28, 1842, and was ordained to the priesthood at 22 years of age in Baltimore, USA., on June 28, 1865, by Msgr. Martin John Spalding, after successfuly concluding his studies at the Collège d'Enghien, Belgium, and St. Mary's Seminary of Baltimore.

Serving as Theologian to Archbishop Spalding during the First Vatican Council held in Rome between 1869 and 1870, at 49 years of age, he was appointed Auxiliary Bishop of Santa Fe, New Mexico, by Pope Leo XIII, receiving his episcopal consecration with the Titular See of Arabissus, on November 1, 1891, from Cardinal James Gibbons, assisted by Archbishops John Baptist Salpointe and John Joseph Kain.

Appointed Coadjutor of Santa Fe and promoted to the Titular Archbishopric See of Sebastea on May 12, 1893, he succeeded to the Metropolitan See of Santa Fe on January 7, 1894, following the resignation of Monsignor Salpointe.

On November 27, 1897, Chapelle was appointed Archbishop of New Orleans, following the demise of Msgr. Francis August Anthony Joseph Janssens. Archbishop Chapelle devoted most of his time to his foreign duties, after being named Apostolic Delegate to Cuba and the Philippines in 1898 and 1899, and it was not until 1905 that, realizing the need for a canonical visitation, he set out on official visits in his Parishes in Louisiana.

The Archbishop fell ill on this trip but continued his journey until he heard that a yellow fever epidemic had broken out in New Orleans. Leaving Lake Charles, he journeyed by train to New Orleans in an exhausted condition. A few days after his arrival, he contracted the dread yellow fever and on August 9, 1905, he succumbed, at 62 years of age. Because of the prevalence of the epidemic, the Archbishop was buried with little of the usual ceremonies in the sanctuary vaults of the cathedral.
