Bill was born and raised in Dorchester and has lived in Weymouth since 1960. He was a WW II Navy veteran, graduated from Boston Latin High School, Boston College, and Boston State College. Bill was a school teacher for Boston Public Schools and he retired as principal of the Mather Elementary school in Dorchester. A parishioner of Saint Albert the Great Church in Weymouth, Bill served as a lector, Eucharist Minister and religious education teacher.
