Allen was the son of Herman and Jane Cowdery and grew up in Bartlesville, OK, graduating with the College High School class of 1961. He then went on to graduate in 1965 with a degree in business from the University of Oklahoma and a law degree from the OU College of Law in 1968. He spent twenty years in the oil and gas business in Kansas, Texs and Oklahoma before going into private law practice in Tulsa in 1986.
He is survived by Jane (Reed) Cowdery, his wife of 45 years and their two children, Elizabeth (John) Daniel of Houston and Owen Cowdery of Tulsa. His family also included the members of the Spar City Corporation where he had his mountain vacation home.
