U.S. Congressman. Born in New Orleans, Louisiana, he graduated from St. Vincent's College Missouri, in 1871 and became successful in mercantile pursuits. He was a member of the Louisiana State Senate, (1879, 1884, 1892), served as president pro tempore of the Louisiana Senate during the sessions, (1884, 1886) and was judge of the first recorder’s court in New Orleans, (1880-88). In 1893, he was elected as a Democrat to the Fifty-third Congress, serving until 1895, when he declined to be a candidate for re-nomination. He was again elected to the Fifty-fifth Congress and to the next five succeeding Congresses, serving 1897, until his death at age 55 in New Orleans, Louisiana.
