Cloyd was raised first by his grandparents, Benjamin Arthur Small and Clara Jane Pebley then by his uncle and aunt, John Oliver Small and Iva Mae Peterson. He grew up in Shade Township, Somerset County, Pennsylvania. On September 6, 1952 he married Kathleen Elizabeth Ann Gibbens in Cambridge Springs, Crawford County, Pennsylvania. They later moved to Louisville, Kentucky, where Cloyd worked as a maintenance engineer for GE. They raised three children there. Later they divorced and Cloyd met Helen Busby. Cloyd and Helen moved to Florida, where they spent the rest of their lives together.
