Sergeant First Class Downs was a member of Headquarters and Headquarters Company, 34th Infantry Regiment, 24th Infantry Division. He was Killed in Action while fighting the enemy in South Korea on July 8, 1950. His remains were not recovered. In 1955 U.S. Army reserve center of the Springfield, Ohio was named the Morgan L. Downs Army Reserve Center.

Silver Star, Bronze Star, Purple Heart with Oak Leaf Cluster, Combat Infantryman's Badge, Korean Service Medal, United Nations Service Medal, National Defense Service Medal, Korean Presidential Unit Citation and the Republic of Korea War Service Medal.
