U.S. Congressman. He graduated from the University of Vermont, in 1842, studied law, was admitted to the bar and commenced to practice law in Elizabethtown, New York, in 1847. He was judge of Essex County, (1856-64), appointed a regent of the University of New York, in 1859, and special counsel of the United States charged with abandoned captured property claims” (1868-70). He also was agent and counsel for the United States before the American and British Mixed Commission under the treaty of Washington, (1871-73). In 1873, he was elected as a Republican to the Thirty-ninth Congress to fill the vacancy caused by the death of Orlando Kellogg, serving until 1875. Not a candidate for reelection, he was appointed a commissioner of the New York State survey, serving until his death at age 58.
