Shirley was born on November 11, 1925 in Portland, OR to Floyd & Rose (Raymond) Kaufman. She grew up in the Portland area with her two sisters and two brothers. She graduated from Lincoln High School in Portland. On February 2, 1945 in Vancouver, WA, Shirley married the love of her life, Raymond Eugene Johnson. Together they had 5 children; three sons and two daughters. Shortly after marrying Raymond, she went into and graduated from the Police Academy in Portland, and went on to serve over 30 years as a Sherriff for Multnomah County. She was one of the first female officers to serve in Multnomah County. After retirement, they moved to La Pine. Both Raymond and Shirley were active members of Holy Redeemer Catholic Church; Shirley was a member of the bible study group and the Altar Society. She also volunteered many hours at St. Vincent de Paul, and was a member of the American Legion Post 45. Shirley loved to travel and had visited Tahiti, Hawaii, Alaska and Canada.
