Mrs. Arthur was born in Plains, a daughter of the late Richard and Margaret Dooley Kelley, and was a graduate of the Class of 1936, Sacred Heart High School, Plains. She was a graduate of Wilkes-Barre Business College and also attended Wilkes College and Luzerne County Community College. She had been employed by the Internal Revenue Service, Scranton, for several years, by Western Electric, Kearney, N.J., Indiantown Gap Military Reservation, Annville, in the finance department, by the Veterans Administration, Wilkes-Barre, and prior to her retirement in 1991, she had been a stenographer with the Pa. Department of Public Welfare, Wilkes-Barre for 22 years.
Mrs. Arthur was an active member of the former St. John the Evangelist Church, Wilkes-Barre, now the Catholic Community of North Wilkes-Barre. She had been a member of St. John's Senior Citizens, AFSCME, Local 8702 and the Retired Public Employees of Pennsylvania.
She was preceded in death by her husband of 50 years, Paul J. Arthur, retired newspaperman and executive editor with the Wilkes-Barre Record, the Wilkes-Barre Publishing Co. and The Times Leader, who died in 1998; and by a brother, William Kelley.
Surviving is a godchild, Catherine Margaret Curtin, Berwick; and several nieces and nephews.
Family and friends are invited to attend a memorial Mass to be celebrated Wednesday evening at 7 p.m. in St. Stanislaus Kostka Church, North Main St., Wilkes-Barre. Private interment will be in St. Catherine's Cemetery, Moscow.
Memorial donations may be made to the Catholic Community of North Wilkes-Barre, 666 North Main St., Wilkes-Barre, 18705 or to a charity of the donor's choice. Arrangements have been entrusted to the H. Merritt Hughes Funeral Home, Inc., 451 N. Main St, Wilkes-Barre.
