U.S. Congressman. Born in Wakefield, New Hampshire, he moved to Hampton, Virginia, in 1863. There he engaged in mercantile pursuits and was appointed one of the presiding justices of Elizabeth City County, in 1869. In 1883, he was elected as a Readjuster to the Forty-eighth Congress and reelected as a Republican to the Forty-ninth Congress, serving until 1887. After his term, he was in the oyster industry, appointed postmaster of Hampton, Virginia, in 1907 and served until his death at age 71.
