Colonel Richard Adams' ancestors were among the early settlers of Virginia.

Richard served as a member of the House of Burgesses between 1752 and 1775 for the counties of New Kent and Henrico. In 1774 and 1775 he served on the Henrico County Commissioners Committee. He represented Henrico County at the 1775 Virginia Convention that declared independence from England. He served as a member of the House of Delegates between 1776 and 1778, and as a member of the Virginia Senate between 1779 and 1782.

He married Elizabeth, daughter of Leroy and Mary Anne (Bernard) Griffin on 10 April 1775. They are the grandparents of Mary Griffin Adams, who married Dr. John Minge, Jr. Mary's daughter Sally Minge married General George E. Pickett.

Richard and many of his family, along with Dr. Richard Carrington, his wife Louisa, and twelve of their children and grandchildren are buried beneath or near this monument — all told, more than 60 individuals. They are all from the Adams Family Cemetery (23d & Marshall streets, Richmond) whose remains were removed to Hollywood Cemetery in December 1892. The monument inscription transcribes the court order removing the remains to Hollywood.
