Oklahoma Governor. He attended Southwestern Normal School in 1908 and taught school in the Keelor District of Custer County. After earning a law degree at the University of Oklahoma in 1916, he served in the US Army during World War I and then returned home to farm and engage in local politics. He served in the State Legislature from 1932 to 1938 and was Speaker of the House in 1935. In 1938 Phillips was elected as Oklahoma's 11th Governor and served one term, from 1939 to 1943. After retiring from the governorship, he moved back to his farm near Okemah and continued to practice law. He died there of a heart attack on a visit to the post office.
