Memorial Site. The ancient burial ground on Lower Manhattan Island containing the remains of over 400 Africans buried during the 1700s and early 1800s was rediscovered in 1991 during excavations for the Foley Square Federal Office building. In 1993, the site was designated a National Historic Landmark in honor of the freed slaves buried there more than 200 years ago. It was declared a national monument on February 27, 2006, and a dedication ceremony presided by NYC Mayor Michael Bloomberg and poetess Maya Angelou was held on October 5, 2007. The Memorial design was by architect Rodney Leon.
