A daughter of William M. and Cynthia Collins Welch, Lucy became the second wife of Wesley Garrett in late 1860 following the death of Lucy's sister, Amanda, who was Wesley's first wife. Lucy and Wesley had no children of their own, but Lucy became a wonderful step mother to her sister's five children: Richard "Worth", Julia F., Nancy Caroline, George H., and Mary Elizabeth Garrett. Lucy contracted the nasty influenza virus that was so rampant in 1918-1919 and passed away on April 15th. She was buried on April 17th at Stanton Cemetery according to her death record.
