Julia was a daughter of John P. and Julia Louisa Shouse Wyckoff. She married Green Berry Garrett on November 23, 1865. Her husband was a shoemaker like several of the other men in his family. During the Civil War he served on the Union side with Company E of the 4th Kentucky Infantry. Green and Julia became parents to eight children. Julia outlived her husband by about nine years, spending the last few years of her life with her daughter, Ida and husband John Wesley Waugh, who lived nearby. Her exact burial location was not mentioned on her death record, but it is reasonable to assume that she would be buried beside her husband, whose death record stated that he was to be buried in the "Family Graveyard".
