Son of George C. "Chick" and Ella Elmore Harmon, Elmore was a veteran of World War I. In 1925 he married Annie Ferguson in Wilson, Arkansas where he was working at the Kansas City Shook Company Box Factory. The couple had two children: Elmore, Jr. and George Richard Harmon, both of whom were born in Arkansas. For a few years prior to his death, Elmore and his family relocated to his hometown of Sardis, but following the outbreak of World War II as his health deteriorated, they moved again. According to a niece, Elmore was "gassed" during World War I, which led him to have medical problems for the duration of his life. He died at the age of 50 in a Veterans Hospital in Illinois and was brought back home for burial.
