Jessie was born to Thomas E.White of Alexander, Athens, Ohio and Edith "May" Rathburn of Amesville, Athens, Ohio on 14 Dec 1884. Thomas was the son of Charles White and Rhoda Southerton. Jessie's sister Gertrude "Gertie" was born in 1886. Thomas died in 1888. May married John Edward Parmiter (a widower) in 1890. John and May's family grew to include: Ferol, Eva, Jewett, John, and Edyth. Jessie, Gertie, and Ferol were close friends, especially after they married and lived fairly close to one another in the Cleveland/Brooklyn, Cuyahoga, Ohio area. The rest of the family remained in Southern Ohio.

A daughter was born to Jessie and Joseph just about a year before Joseph died. Joseph died in 1919. The two little boys, then ages 9 and 10 were then raised by Joseph's mother Mary (Wagner) Strnad Reid.
