Son of Edwin Allebaugh and Mary Packer (Welty) Allebaugh, he was born in Findlay, Ohio and spent his early childhood years in Tennessee. When his mother remarried, Carl received a loving step-father in Charles F. Kennedy. Carl was schooled in Bellfontaine Ohio, and graduated from high school in Wellsville, Ohio. After serving his country in WWI in the Army Air Corps, he returned to Ohio State University and received his Juris Doctorate. He then established his practice in law in Steubenville, Ohio.

Member of the ABA, the OBA and the Jefferson County Bar Association. Served on the Board of Stuebenville College and the Ohio Valley Medical Center. He also served as the President of the Community Chest, Steubenville Rotary Club, Toronto Paperboard Company and the Fort Steuben Hotel Association.

Married to Helen Hutterly who survived him. Also father of daughter Mary Carol (Mike) Barna (died 18 Jun 2001) and two grandchildren of Rochester, Minnesota.

Carl died in Pont du Fahs, Tunisia, while he and his wife were on vacation. Burial took place on October 6, 1970.
