Born in Austin, Texas, Eugene M. Rogers was the second of three children born to Michael William and Bonnie Lee Maxwell Rogers. After graduation from Austin High in 1945, he attended the University of Texas at Austin where he enrolled in Naval ROTC. Upon graduation, he was commissioned Ensign, US Naval Reserve. During naval training, he witnessed a nuclear blast from a "safe distance"; not long after, Eugene became ill and was diagnosed with leukemia, a disease that 1950s medical science was powerless to combat. Some family members maintained that his illness was directly attributable to his exposure to nuclear radiation.
Eugene died in Houston following treatments consisting of leg amputations and a type of chemotherapy called Atomic Cocktails. He was twenty-four.
