Historian and parlementarian. He studied at the Saint-Hyacinthe Seminary and the University of Montréal where he obtained a doctorate in polical history in 1954. Later, he carried out research in diplomatic history at Columbia University, in New York City. He continued postdoctorate studies on the Anglo-Canadian relations in Cambridge University, in England. From 1957 to 1966, he was professor of history at the University of Ottawa, at the Sainte-Marie College in Montréal and at the Center of university studies of Trois-Rivières. At the general elections of June 22, 1966, he was elected representative for the Saint-Hyactinthe district to the Legislative Assembly of Québec. He was not reelected in 1970. Later, he worked in Paris for the French National Assembly and in Montréal for the National Archives of Québec. He was a fellow member of the History Society of Canada, the American Historical Society, the Canadian Institute of International Relations, the Canadian Association of Political Sciences and the Royal Institute of International Affairs. He was the author of "La Valeur du Canada au temps de la Conquête and "La Naissance et le développement du Commonwealth".
