Shelton graduated from Waco High School in 1936 and received his business degree from Baylor University in 1940. He married Florene Rushing on November 1, 1941. Shelton served in the Army Air Corps in the China-Burma-India (CBI) Theater during WW2, assigned as a navigator on a C-47 for the 3rd Combat Cargo Group stationed in Warazup, Burma. During the war, Shelton was also stationed at Myitkyina, Burma and Chungking, China. He flew more than 50 missions over the "Hump." After the war, he returned to Waco and entered the wholesale business, S.E. Overby & Son, with his father, and was a deacon at First Baptist Church in Waco. Shelton and Flo had three daughters (Shelly, Kathy, and Jane), four grandchildren (Kent, Jessica, Christopher, and Emily), and one great-granddaughter (Alex).
