Terry died at his home of lung cancer.
He opted for an early retirement in February after having been city manager in Shawnee since June 1991.
"He is definitely going to be missed," Mayor Chris Harden said. "He was a loyal and true friend to the city of Shawnee and OSU."
Terry received a bachelor of science degree from Oklahoma State University in 1966, and was a highly decorated U.S. Marine Corps helicopter pilot, having flown more than 200 missions in South Vietnam. He also was a marathon runner and competitive bicyclist.
