Samuel was a civilian from Mathews County, Virginia. During the Civil War, he was detained in Richmond as a Unionist and died while imprisoned. He was originally buried with POWs and other Unionists in a large common plot just outside of Shockoe Hill Cemetery. He was misidentified as a "federal soldier" in the burial register.

His remains and those of the others were moved to Richmond National Cemetery in 1866-67, where they rest today under "Unknown" markers. His name appears as "James Adams" on a commemorative marker at Shockoe Hill Cemetery.
