Chester was the son of Francis Chester Curtis of Dudley, Worcester, Mass. and Caroline Augusta (Brigham) Curtis of Marlborough, Middlesex, Mass. He married Anna Rebecca Theobald, the daughter of J. George and Elizabeth (Turner) Theobald, in Marlborough on 24 July 1890 and served as fire chief of that city from 1893 to 1898. He succumbed to pancreatic cancer in the 46th year of his life on what would have been his father's birthday. He was buried with his parents.
