Charles William Blanchard was born to Reuben Sherman Blanchard (1831-1898) and Margaret Brinkerhoff Somers (1833-1902). In 1860, he was living with his parents in Galen, Wayne, New York. In 1870 he was living with his parents and younger brother, Edward Somers Blanchard (1861-1914) in Lisle, Broome, New York.

Charles Blanchard married Wilhelmina "Minnie" Frederick (1857-1901) 1 Dec 1880 in Lucas Co., Ohio, and they had a son, Frederick William Blanchard (1883-1962). After Minnie's death, Charles Blanchard married Margaret Bauer (1860-1948) on 6 May 1902 in Toledo, Ohio, where he continued to live until his death.

His occupation was a machinist in the 1910 and 1920 US Census in Toledo.
