US Congressman. A native of New Haven, Connecticut, he was a veteran of World War II, having served in the United States Army. A graduate of Fordham College in 1941, and the University of Connecticut in 1943, he was elected to represent Connecticut's 3rd District in the United States House of Representatives as a Democrat, from 1959 to 1981. He also served as a Member of the New Haven Board of Health in 1949. Also a prominent attorney, his efforts as a congressman helped to create a bill for the National Endowment of the Arts and Humanities, and he worked to eliminate the loyalty oath in the National Defense Education Act, and to include the old New Haven Railroad in the Penn Central merger.
