Born to William Joseph and Lenora "Nora" Smith Sparks in Farmersville, Texas, Lula Inez and her parents moved to Hanna, Oklahoma in 1914. The family relocated to Spearman, Texas in 1928 where Inez spent her senior year at Spearman High School; after graduation in 1929, she considered continuing her education at the University of Texas at Austin but opted not to attend college. That same year, the Sparks family moved to Erick, Oklahoma. Soon after, she met Alfus Milton Coffey and the two were married in Sweetwater, Oklahoma on 17 January 1931. The union produced one child, Ronnie Clel who was born on 25 January 1932. The couple remained in Sweetwater until February 1949 when they moved to Erick.
