Bartlet Bruce Allen was born in Collins, Erie County, New York. He was a resident at Erie, Erie County, New York in 1840 (1840 US Census). He was a resident of Nebraska, Illinois, when he enlisted as a private for 3 years on August 2, 1862. Private Allen was mustered into Company A, 129th Illinois Infantry, on September 8, 1862. He was later promoted to corporal. Corporal Allen was mustered out at Washington, D.C., on June 8, 1865. He relocated to Santa Ana, California, where he filed for a Civil War veteran pension in California on September 2, 1890, and received certificate No. 693,303. He was a member of Santa Ana's Sedgwick Post, No. 17, Grand Army of the Republic. He died at the home of J. J. Groom in New Hope, California, August 19, 1899, and his remains were returned to Santa Ana for burial the following day.
