Josephine was born in Tuolumne County and lived there all her life. She passed away in a Modesto (Stanislaus County) hospital. (Per family tree on Ancestry.com, Josephine passed away in Oakdale, near Modesto.)

Josephine's parents were Guiseppe and Costanza Franco. She grew up near Chinese Camp, in the westerly part of the county. Her father mined and farmed in that area.

Josephine attended Jamestown Elementary and Sonora High schools. She married H. B. "Bill" Bailey. Together they owned the St. Charles Saloon in Columbia for 15 years. The couple lived in the Springfield area, near Columbia.

Josephine was survived by four sisters, Eva Morse, Lena Franco and Sulia Sierra, all of Sonora, and Alma Montanelli of Chico, California.

Her husband, Bill, preceded her in death.
