Arthur was born on July 29, 1925 in Fort Wayne, Indiana. He enlisted in the United States Army Air Corp and later transferred into the United States Air Force. He served in the military for twenty-three years, with tours of duty in the South Pacific during World War II and later in the Korean Conflict. While stationed in France, he met and married his wife of forty-eight years, Micheline.

After returning from France, Arthur and his family settled in Lompoc, where he retired from the Air Force and embarked on a second career with the Federal Bureau of Prisons. In 1974, Arthur transferred, and the family moved to San Diego. After his retirement from the Bureau of Prisons, Arthur worked security with Big Bear Food before retiring for the final time.

Arthur is survived by his wife Micheline Motter of San Diego; and son and daughter-in-law, Gerald and Denise Motter of Santa Maria; his son and daughter-in-law, Eric and Nancy Motter of Conifer, Colorado; and his four grandchildren; Jason Motter of Seattle, Washington, Alan Motter of San Rafael, California Jonathan Motter of Bakersfield, California, and Isabella Motter of Conifer, Colorado.
