Chief of the City of Los Angeles Police Department between 1926–1931 and 1933-1939. A tough-minded, controversial individual known by the nickname of "Two-Gun Davis" for his staunch character and use of brute force to get his way. Embroiled in corruption. Formed and oversaw the 50-member "gun squad" whose purpose was to eliminate organized crime and other forms of moral depravity, which in reality meant deleting competitive forces of the LAPD.
