Born in Stockholm, Dahl emigrated to England in 1689 with artistic ambitions. Although he never became Court painter (a position filled by Kneller), he received patronage from the Marlboroughs and Prince George of Denmark, later Prince Consort. He was offered the position of Court painter but turned it down. He worked in portraiture, both paintings and busts. Although married and with daughters, nothing is known of his wife.
