Frances was the only child of Sophia and Frank Neshe. She was born in Canada and after her parents separated moved to Lemont, Illinois. Her mother married Oscar Mueller in 1921 and the family settled in Elgin,Illinois. Sophia died in 1923 when Frances was ten years old. She was adopted by her maternal aunt Pauline Wend Lange. She married Thor Tessem on August 8, 1934 and moved to southern California. Frances and Thor had two boys named Leif and Thor Jr.
