William was the son of Charles A. Howard and Nancy E. Bridges, husband of Dollie Holliday. William and Dollie had six children; Arthur Gene, Lula Veigh, Lelia Verne, Lyta Verle, Ruth Clare, and Charles Holliday. They also adopted and raised their nephew Otto Howard Foster; son of William's deceased sister Elzora B. "Zora" Howard Fairburn-Foster.
