She was the daughter of the late Seward and Marie Simmons Washington and was raised in the home of Minnie Simmons. Mary attended the public schools of Bamberg County and went on to further her education by obtaining a degree from Claflin College in Orangeburg. Before moving to New York, she worked for two years as a public school teacher in the South Carolina school system. Once in New York, she worked for the New York Department of Social Services as a social worker; from here, she retired.

At a young age, Mary joined Mount Zion United Methodist Church in Bamberg. Upon moving to New York, she became an active member of Macedonia AME Church in Flushing, Queens, New York City. Upon relocating back to her home state, she reaffirmed her membership with Mount Zion United Methodist Church. Mary was married to the late Welrose E. Bartley.

Surviving are two sons, Welrose E. (Gloria) Bartley of Virginia Beach, VA and Michael E. (Teranesa) Bartley of Orangeburg; brother, James (Marie) Washington of Columbia; sister, Minnie Rice of Syracuse, NY; three grandchildren, Christopher, Camille and Dominique.
