Cecil was the son of John and Mattie Bowman. On 29 Jun 1917 he married Ethelyn Keller and they had two children, Jean Ethelyn and Bruce. For many years Cecil worked for the US Army as a clerk. At the time of his death he was a retail tobacco clerk. Cecil died at the age of 43.
