Phyllis graduated Tisbury High School in Martha's Vineyard, Mass. She received an Associate of Music, and Bachelor of Science from Westbroook College and University of Rhode Island certificates in Library Techniques and as a Library Media Technician. She was an elementary librarian for Fairhaven Schools for 25 years and Swain School for three years. She was a WW11 Red Cross Volunteer. She was a member and past president of both the Fairhaven Mother's Club and the Garden Club of Greater New Bedford, Mass.

Phyllis was a past president of the Community Nurse Association. She served on the Massachusetts Society for Prevention of Cruelty to Children board of directors. Among many other things, she was a Girl Scout leader for ten years.
Phyllis and her husband Everett Allen were married for 50 years.
