James Collins served in the U.S. Army from August 13, 1956 through August 12, 1958, achieving the rank of PV2. Homeless at the time of his death, he received a funeral with full military honors through the Homeless Veterans Burial Program. Though none of them knew him personally, James' funeral was attended by 40 people including members of the 3rd District VFW Ritual Team, Johnson-Phelps VFW Post 5220, Marine Corps League Burbank Detachment, VFW Post 177, a color guard, and the Veteran Advisory Council for the City of Chicago Department of Human Services. Interment took place on June 19, 2003.
