Former Sheriff of Wyandotte County Kansas, a Police Captain and Street Commissioner, defeated U. S. Guyer for Mayor Commissioner of Kansas City, Kansas under the new Commission form of government, April 6, 1910. Mr. Porter was 53 years old when he became Mayor. Was re-elected Mayor, April 4, 1911. Born on a farm in Cass County, Missouri. He received his education in the schools of Independence, Missouri. Upon leaving school he was employed in various jobs, herding cattle, lumber business and railroad construction. When he came to Kansas City, he became a Patrolman, advancing to Captain. In an interview with Mr. Porter (The Kansas City Star , Dec. 4, 1910), he related that when he became a Patrolman, he was assigned to "walk the beat" on Central Avenue - just west of State Line. This was "the wettest block in the world!" There were 24 business places in the block . . .23 were saloons . . .the other was a Dry Goods store.
