William was the son of Charles and Etta Watkins Snoots of Arlington, VA. He was survived by his mother, siblings Catherine Wilkerson, Richard, Charles, Clarice (later Mrs. James Alexander, & also buried at Arlington) and Lois, and many aunts, uncles and cousins. At the time of his death he was engaged to be married.
He was a private in the U.S. Army, Co. C, 9th Inf., 2nd Div. when he was killed. His body was returned to America for burial in Arlington in 1948.
