Civil War Union Soldier. He was enrolled in the 4th New Jersey Militia just the start of the Civil War, and was mustered in as the 1st Sergeant of Company A on April 27, 1861. He served a three-month enlistment with the unit, then was honorably discharged in July 31, 1861. He then joined the 1st New Jersey Volunteer Cavalry, being enrolled on August 15, 1861, and being mustered in as 1st Sergeant of Company I on August 29, 1861. He served in that capacity until he was promoted to Quartermaster Sergeant for the regiment's 2nd Battalion on February 15, 1862. In the fall of 1862 the regiment was reorganized, and separate battalions were done away with. This caused Sergeant Fisher to be mustered out as supernumerary on October 8, 1862.
