Civil War Union Soldier. He was mustered in as a Private in Company I, 1st New Jersey Volunteer Cavalry on August 29, 1861. On December 27, 1863 he re-enlisted, and was promoted to the regiment's Non-Commissioned Staff as a Sergeant and Regimental Saddler. He served in this rank and billet from December 27, 1863 until he was mustered out on July 24, 1865.

His name is twice mislabeled in New Jersey Adjutant General records. For Company I it is listed as "Joseph Mayer" and for the Non-Commissioned Field and Staff it is listed as "Joseph Meyer".
