Vermont Adjutant General. The son of Vermont legislator and probate judge Alexander H. Gilmore and Mary May (Child) Gilmore, he was educated at New London Academy and began farming. He enlisted in the Army for the Civil War, joining Company D, 8th Vermont Volunteer Regiment in 1861. He served until being mustered out in 1864, rising in rank to regimental supply sergeant, and earning commendations for arranging timely acquisition and distribution of food, ammunition and equipment. After the war he returned to his Vermont farm and became active in politics and government, including serving as Fairlee Town Treasurer for over 39 years. Gilmore won election to the Vermont House in 1878 and the Vermont Senate in 1882. From 1882 to 1883 he was a Colonel on the staff of Governor John Barstow. He was elected Quartermaster General of the Vermont National Guard in 1886, and was named Adjutant and Inspector General in September, 1900. Gilmore served in this position until his death. He was a member of the Reunion Society of Vermont Officers, and Grand Army of the Republic, and served as President of the Orange County Agricultural Society. The Sons of Union Veterans post in Williamstown was named for him.
