Orchestral arranger for T B Harms & Co, died at his desk (in New York City) while engaged on the special orchestration of a song.

One of the best-known musical directors of the west. None was better 35 years ago in that territory. He was one of the first musical directors of the old Standard, Ft Worth, when that house played the best acts in the country under the management of Frank and Maggie De Becque.

When the Interstate Circuit was first created, Phil was engaged to supervize the music and musicians of the circuit. He held that position for years, resigning on account of sickness. The owners of the circuit gave him the orchestra at their house in Little Rock, Ark., to take care of, which he did until Hugh Herbert (who married Phil's daughter Rose) prevailed upon him to come to New York and make his home with them.

This he did, bringing Mrs Epstein and another daughter, Dolly, and finding time hanging heavily on his hands, he employed himself making special orchestrations.

He had shown no signs of ill-health for some time before the end.
