Frank was the second of five children born to Gaynell Kearnes and Clarence "Bud" Collins. He married Elizabeth Foster on 10 Sep 1942 and they had one child before divorcing in 1946. His second marriage was to Bonnie Turman (nee Oxford) on 12 April 1949.

Frank was struck and killed by a motorist while working as a flagman during highway repair. Following is his obituary from The Terre Haute Tribune.

James Franklin Collins, 35, Martinsville, Ind., and formerly of West Terre Haute, died Wednesday evening at St. Vincent Hospital in Indianapolis from injuries suffered in an automobile accident at Martinsville Wednesday.

Collins suffered a broken right leg, a broken left arm and chest injuries. The tragedy reportedly occurred when Collins, a flagman on a road construction job for the McMahon Construction Company at Martinsville, flagged a car which stopped. However, a second car plowed into the rear end of the stopped car, shoving the car, which, in turn, ran over the accident victim.

Surviving are the widow, Bonnie, Martinsville; one daughter, Miss Mary Louise Collins, West Terre Haute; two stepsons, Charles and Kenneth Turman, both of Martinsville; one sister, Mrs. Lilly Pruiett, R.R. 1 West Terre Haute; two brothers, Ronald Earl Collins, Terre Haute, and Clarence Phillip Collins, R.R. 1 West Terre Haute, and the father, Clarence Collins, and stepmother , Mrs. Beulah Collins, both of R.R. 1 West Terre Haute.

He was a veteran of World War II and a member of the Veterans of Foreign Wars Post of Martinsville.

The body was brought to the Bedino Chapel of the Valley, where friends may call after 7 o'clock Thursday evening. Funeral services will be held at the Bedino Chapel at 1:30
o'clock Saturday afternoon: Burial will be in the Jacob-Eppert Cemetery at Cloverland, Ind.
