Frances was born in North Henderson to Frank Dunn and Lena Smith Dunn. She was survived by one sister, Lucille McBride.

She attended Knox College for one year and transferred to Iowa State Teachers College in Cedar Falls. In August 1934 she was granted a Bachelor’s Degree in Nursery School and Kindergarten education. She taught school at West Ward School until she met and married Paul I. Barnes on June 23, 1936 at the Assumption Catholic Church in Cresco. Fran and Paul built the home they lived in. Fran assisted Paul in the operation of the Elms Cafe they operated from 1934-1945 and later helped him during his years as a clothing salesman. He preceded her in death on July 13, 1990.

Frances' parents traveled to the St. Louis World's Fair on their honeymoon in 1904. Her mother died from influenza when Frances was six years old and her father died six months later from a ruptured appendix. After that, Frances and Lucille were raised by a grandmother.
