Lafoina Sulufaiga Pa'ala (also known as Babee or Ina) was the sixth of thirteen children born to Sulufaiga and Lemalie Pa'ala on the Island of Pago Pago, American Samoa. She was baptized at the EFKS (Ekalesia Faapotopotoga Kerisiano Samoa) in Pago Pago. She attended Pago Pago Elementary until her family moved to Carson, CA where she completed her high school education in 1975. She then attended Harbor College for a semester until she enlisted into the United States Army in 1976. Lafoina served four years in the Army and returned home and began a career for Los Angeles County in 1982. Lafoina worked in several departments within Los Angeles County with probation being the longest.

In 1983 she gave birth to her only child, Beverly Lisa Uitualagi Phillipp with her then husband, David Fraizer. Beverly was her pride and joy. She celebrated all of Beverly's achievements from playing sports, high school, college graduations and getting married to Mark Phillipp. Beverly also earned her PhD in Industrial and Organizational Psychology. The greatest gift she was able to give her mom was her first grandson, Matanielu David Pa'ala Phillipp. She has since had a baby girl Lene Lafoina Phillipp.

After working several years as a civilian, Lafoina re-enlisted into the Army National Guard in 1998. She completed a tour in Iraq in 2010-2011. She served her country for 20 years before retiring in 2013. Upon her retirement from the military, Lafoina continued to serve others. She has a servant's heart. She volunteered in missions with the orphanages and church food banks. She was also a member of Team Rubicon and strong supporter of Project Warrior. She supported many organizations within the community.

Lafoina's life revolved around her daughter and her family. Though she gave birth to her one and only daughter, she loved her nephew Dorsey Belford (P.J.) so much that she called him her very own son. Lafoina was full of life. She never seemed to allow the grass to grow beneath her feet. She was a loyal friend, a loving mother, a generous aunt, a caring sister and a courageous soldier. Above all, she was a child of the most high God. She gave her life to God knowing and trusting that he would be with her forevermore.
