U.S. Congressman. He graduated from the Mount Union College, taught school in Holmes County, Ohio, (1870-77) and was principal of Millersburg High School, Ohio, (1877-79). He also was superintendent of Millersburg schools, (1879-96) and was an instructor at College of Wooster, Ohio, (1896-97). Entering politics, he was elected as a Democrat to the Fifty-fifth and Fifty-sixth Congresses, serving 1897-1901. An unsuccessful candidate for re-nomination, he was superintendent of the Ashland City Schools (1908-27), trustee of the Ohio State Normal College (1911-22), president of Northeastern Ohio Teachers' Association, in 1921 and president of the Ohio State Teachers' Association from 1926 until his death.
