Vermont Adjutant General. Cram joined the Vermont National Guard's 172nd Infantry Regiment while attending Norwich University in 1933. He graduated in 1936, and was commissioned a Second Lieutenant. During World War II he was a member of the Army Air Corps, and flew anti-submarine patrols in the Pacific. He continued his Air Force career as a specialist in international relations, earning a Master's degree from the University of Maryland and attending Boston University Law School. Cram graduated from the Army Command and General Staff College, Armed Forces Staff College, and National War College, and retired as a Colonel in 1964. He was then appointed Deputy Adjutant General of the Vermont National Guard. After the sudden death of incumbent Francis Billado, Cram served as acting Adjutant General for three months. In December, 1966 Vermont's Governor named another officer, Wayne Page, to serve as acting Adjutant General. Cram then resigned as Deputy and campaigned against Page, winning the Vermont General Assembly election in February, 1967. He was promoted to Major General and served as Adjutant General from 1967 to 1981. His awards included the Distinguished Service Medal and Legion of Merit.
