He was the son of Matthew Ervin Brooks of Williamson County, Texas and Fannie C Brooks of Illinois. He was married to May V Turner in about 1927. They had 4 children. He was elected Sheriff of Hill County, TX in 1954. In a 1955 Dallas Morning News article, it states that he replaced Nick Wafer as sheriff.
